Try Nicolas Ovando (about 180US) or Hotel Palacio (about 90US)

Hotel Palacio is now the best choice.  I stayed there for 3 nights in January
in the superior room with a jacuzzi. Room number? I forgot!
They open a nice pool in Febr.  Grin

Room in Hotel Palacio 115.00 high season
Hotel Nicolas de Ovando is too expensive. 250 high season.

Hotel Palacio next to Conde more expenciv, with better Rooms, Service and Pool about 90 USD
Nicoloas de Ovando, one of the biggest Hotel in this area about 190 USD

I think you are talking about Zona Colonial. You can't leave without living history that way. One of the most spectacular old cities I've ever seen. A real time machine.

I stay always at Hotel Palacio. Nice, clean, small pool and a gym. Great breakfast included. Make reservation early.

It is pretty hot and nice there but it can rain a lot sometimes. However I've only been there in March, not sure about now. Usually when it rained, it would be a huge downpour of rain that only lasted an hour or so at night.

The beaches are okay. They're nice but I don't think they were completely blue.

The Dominicans I met were so friendly! I loved that about them.

There are clubs and stuff there (I think they called them discos!). I didn't really leave the resort so I'm not sure about shopping, but there are a lot of excursions available depending on where you are, like ziplining snorkelling excursions, etc.
